The Sole Administrator of Rivers State, Vice Admiral Ibok Ete Ibas (retd.), has announced that preparations are in progress for the state’s 2025 budget, prioritizing healthcare, education, agriculture, infrastructure, and job creation.
Ibas made this known on Thursday while receiving a delegation of the Rivers State National Assembly caucus, led by Senator Barinada Mpigi, at Government House, Port Harcourt.
Following the Supreme Court’s verdict on the state’s budget, he said efforts had been fast-tracked to draft a new appropriation bill that aligns with the government's commitment to social services and economic development.
The delegation included Senator Allwell Onyesoh, House of Representatives Minority Leader Kingsley Chinda, as well as Dumnamene Dekor, Solomon Bob, Cyril Godwin Hart, Blessing Amadi, Felix Nwaeke, Kelechi Nwogu, and Victor Obuzor.
Prioritizing Peace, Stability, and Economic Growth
Since assuming office, Ibas stated that his administration had worked relentlessly to restore law and order, ensuring that Rivers residents feel safe and valued.
"We are committed to making Rivers a model of peace with a stable economy where citizens can pursue their livelihood without fear or molestation," he declared.
He added that the new budget is being developed transparently and inclusively to ensure investments that will significantly enhance citizens' lives.
"We have acted swiftly since the Supreme Court ruling to draft a budget that reflects our commitment to healthcare, education, social services, and infrastructural development. Our goal is to make timely investments that will positively impact the state," Ibas stated.
The budget, which is in its finalization stage, also prioritizes job creation and investment in key sectors such as agriculture, infrastructure, and technology.
"We recognize the urgency of these initiatives and are committed to their immediate implementation," he added.
Seeking Legislative Support
Ibas emphasized that legislative support would be crucial in achieving these goals, as lawmakers play a vital role in sustaining progress and peace in the state.
"Your partnership is essential to ensuring that Rivers State remains on a path of progress and enduring peace for future generations," he told the legislators.
Addressing the challenges that led to the state of emergency declared by President Bola Tinubu, Ibas said his administration had leveraged dialogue, community engagement, and reconciliation to rebuild trust among the people.
He commended Rivers residents for their resilience and patience in supporting efforts to restore peace and lawfulness.
"Beyond security, we have made community engagement a priority. Through dialogue, reconciliation, and inclusivity, we are building trust and unity. Our goal is to create an environment where every citizen feels valued and respected," he said.
Lawmakers Pledge Support
Speaking on behalf of the delegation, Senator Mpigi applauded Ibas for his efforts in restoring stability and development in Rivers and pledged the caucus' support for initiatives that would drive progress in the state.
