The University of Ilorin has spotlighted its youngest professor, Dr. Lukman Abdulrauf, describing him as a distinguished academic whose expertise lies at the crossroads of law, technology and governance.
In a statement published on the university’s website on Tuesday, the institution noted that Abdulrauf serves as a Professor in the Department of Public Law, where his teaching and research activities focus on the relationship between legal systems, emerging technologies and governance frameworks.
According to the university, his primary areas of expertise include data privacy, artificial intelligence governance, digital constitutionalism and aspects of comparative constitutional law, with particular attention to African legal systems.
The institution further highlighted his international academic engagements, noting that he is an Honorary Research Fellow at the School of Law, University of KwaZulu-Natal, South Africa, and also serves as a Research Fellow at the Institute for International and Comparative Law in Africa, University of Pretoria, South Africa.
The statement revealed that Abdulrauf previously held prestigious research fellowships at Stanford University’s Center for Advanced Studies in the Behavioral Sciences in the United States and the Stellenbosch Institute for Advanced Study in South Africa. During those fellowships, his research explored issues relating to digital governance, human rights and institutional development in emerging and transitional democracies.
Speaking on his scholarly achievements, the university stated that his research has attracted significant international funding. Among such projects is his role as Co-Investigator in a study funded by the United States National Institutes of Health, which examines the Ethical, Legal and Social Implications of the use of genomic data in health research across African countries.
The university explained that the project aligns with his broader academic interests in data governance, constitutional regulation, public-interest oversight and the impact of digital technologies on developing societies.
Abdulrauf also serves on the editorial board of International Data Privacy Law, a leading global journal on data protection and information law published by Oxford University Press.
His academic contributions have been presented at various international conferences and continue to shape discussions on data protection, artificial intelligence governance, digital constitutionalism, platform accountability and rights-based technology regulation in Africa and other parts of the world.
The institution further disclosed that he recently completed a fellowship at the Freiburg Institute for Advanced Studies, University of Freiburg, Germany, where he conducted research on digital constitutionalism and AI governance within the African context.
Providing background information, the university stated that Abdulrauf was born on February 23, 1987, and attained the rank of Professor at the age of 38, following his appointment to the position on October 1, 2025.
His elevation to the professorial rank makes him the youngest professor currently recognised by the University of Ilorin.
