The Federal Government has begun full enforcement of biometric attendance verification across all centres under its Technical and Vocational Education and Training (TVET) Programme, marking a major step to strengthen transparency, accountability and efficient service delivery.
The Federal Ministry of Education said the directive took effect on February 1, 2026, following a circular issued in December 2025 that instructed all TVET training centres to procure and deploy biometric attendance systems for real-time monitoring. According to the Ministry, biometric verification is now the only approved method for validating attendance within the programme.
As a result, all payments to training centres, as well as monthly stipends to trainees, will henceforth be processed strictly on the basis of verified biometric attendance records. Any centre that fails to comply will be disqualified from receiving payments, while trainees attached to such centres will also lose their monthly stipends.
The Ministry recalled that training centres had earlier been warned that persistent non-compliance would lead to outright removal from the programme, with affected trainees redeployed to centres that fully meet the requirements.
Reaffirming its position, the Ministry stressed that compliance with biometric attendance verification is mandatory and non-negotiable, noting that the measure is critical to safeguarding public funds and ensuring that programme benefits reach genuine participants.
Meanwhile, the Federal Government continues to invite new training centres to join the TVET Programme. Interested centres are required to secure accreditation from the National Board for Technical Education (NBTE) and complete their applications via the NBTE TVET portal.
Students currently enrolled in the programme have also been advised to confirm that their training centres have complied with the biometric requirement to avoid any disruption to their stipends. Complaints and requests for support can be submitted through the official TVET support platform on the portal.
The Federal Ministry of Education said the move underscores its commitment to strengthening the integrity of the TVET Programme and ensuring that public resources are deployed transparently, responsibly and efficiently to empower Nigerian youth and support national development.
