UK Approves Landmark Law Banning Tobacco Sales to Anyone Born After 2009

The Parliament of the United Kingdom has approved a landmark Tobacco and Vapes Bill that will permanently prevent anyone aged 17 and under from ever legally purchasing tobacco products.

Under the new law, individuals born on or after January 1, 2009, will never be allowed to buy cigarettes or other tobacco products, even after reaching adulthood.

Once fully implemented, the United Kingdom will become the second country in the world, after the Maldives, to introduce a generational smoking ban.

The legislation is set to take effect from January 1, 2027, and will gradually raise the legal smoking age each year starting from 19, then 20, and continuing upward effectively phasing out tobacco use among future generations.

Beyond tobacco restrictions, the bill also introduces strict controls on vaping. It empowers the government to regulate vape flavours and packaging, ban advertising and sponsorship of nicotine products, and expand smoke-free zones to include areas such as playgrounds and school environments.

These measures build on an earlier ban on disposable vapes introduced in June. While existing smokers will not face penalties, retailers who sell tobacco to individuals born after 2008 risk a £200 fine.

Supporters of the bill say it will significantly reduce smoking rates and protect young people from peer pressure. However, critics have warned it could encourage the growth of a black market.

Public health advocates, however, argue that similar concerns have not materialised in previous tobacco control measures.

The law will come into force after receiving royal assent, marking a major step in the UK’s long-term strategy to create a smoke-free generation.
