Almajiri Commission Explains Projects Outside Its Core Mandate, Says They Are National Assembly Constituency Projects

The National Commission for Almajiri and Out-of-School Children's Education (NCAOOSCE) has responded to growing public attention over some projects listed in its 2026 Appropriation Act that appear to be outside the Commission's statutory responsibilities.

In a statement made available to DIP CONNECT ONLINE NEWS, the Commission explained that the projects in question are National Assembly constituency projects included in the 2026 federal budget for implementation through the Commission. It noted that this follows the established government budgetary practice where constituency projects are allocated to Ministries, Departments and Agencies (MDAs) for execution under the Appropriation Act.

According to the Commission, once such projects are captured in the duly approved federal budget and assigned to it, they become part of its implementation responsibilities. It assured Nigerians that every project will be carried out in full compliance with existing laws, financial regulations and all due procurement procedures.

NCAOOSCE further stressed that these constituency projects do not alter or affect its statutory mandate. The Commission reaffirmed that its primary responsibility remains the coordination of national efforts aimed at reforming the Almajiri education system and tackling the growing challenge of out-of-school children across Nigeria.

It added that it remains committed to expanding access to quality education, strengthening Almajiri education, supporting state governments and other key stakeholders, and implementing programmes that directly improve the lives and future prospects of millions of vulnerable children nationwide.

The Commission also highlighted several achievements demonstrating its commitment to its core responsibilities. These include the successful identification and profiling of more than 700,000 out-of-school children across the country, the establishment of 119 learning centres nationwide, sustained ward-to-ward advocacy and community mobilisation campaigns, as well as ongoing efforts to fully implement the National Policy on Almajiri Education aimed at reforming the system and addressing the social problems associated with it.

Reaffirming its dedication, the Commission stated that addressing the needs of Almajiri and out-of-school children remains its highest priority. It expressed appreciation for the continued support of the Honourable Minister of Education, Dr. Maruf Tunji Alausa, the Minister of State for Education, Prof. Suwaiba Sa'id Ahmad, and other critical stakeholders.

The Commission assured Nigerians that it remains fully committed to delivering on its statutory mandate and ensuring that every Nigerian child has access to quality education and the opportunity to achieve his or her full potential.
