World Cup: Why Folarin Balogun Is Eligible to Face Belgium Despite Straight Red Card


United States striker Folarin Balogun will be available for his country’s FIFA World Cup Round of 16 clash against Belgium despite receiving a straight red card during the USA’s Round of 32 victory over Bosnia and Herzegovina.

Ordinarily, a player shown a direct red card automatically serves a one-match suspension and misses the next fixture. However, FIFA's disciplinary procedures have allowed Balogun to remain eligible, sparking widespread debate across the football community.

Adding to the controversy, U.S. President Donald Trump publicly thanked FIFA on Sunday for suspending the implementation of Balogun’s ban, saying on his Truth Social platform:

"Thank you to FIFA for doing what was right, and reversing a great injustice!"

Standard FIFA Rule on Red Cards

Under the FIFA World Cup Regulations, any player who receives a direct red card is automatically suspended for the team's next match.

The regulations state:

"If a player or team official is sent off… they will automatically be suspended from their team’s subsequent match."

Based on this rule, Balogun was initially expected to miss the Round of 16 encounter against Belgium.

Red Card Still Stands

Despite widespread speculation, FIFA did not overturn the referee’s decision.

The governing body did not declare the dismissal to be incorrect, nor was the red card removed from the official match record.

Instead, the card remains valid, but the associated suspension has not been enforced immediately.

According to FIFA, the decision was taken under Article 27 of the FIFA Disciplinary Code, which allows the disciplinary committee to suspend the implementation of certain sanctions during a probationary period.

In a statement, FIFA explained:

"In line with Article 27 of the FIFA Disciplinary Code, the implementation of the match suspension is suspended for a probationary period of one year."

How Article 27 Works

Rather than cancelling the punishment, Article 27 gives FIFA's Disciplinary Committee the authority to delay the enforcement of a sanction.

This means the disciplinary action still exists but is suspended for a specified probation period.

A simple comparison is a suspended prison sentence. The punishment is imposed but will only be activated if another qualifying offence is committed during the probation period.

As a result, Balogun can participate in the match against Belgium, provided he does not commit another relevant disciplinary offence within the one-year probation.

Will the Suspension Be Served Later?

Not necessarily.

If Balogun completes the one-year probation without committing another qualifying disciplinary offence, he may never have to serve the one-match suspension.

However, if he breaches FIFA's disciplinary rules in a similar manner during that period, the suspended sanction could be activated.

Reports of Political Intervention

Reports from The Guardian UK claimed that President Donald Trump personally lobbied FIFA to allow Balogun to feature in the knockout match.

According to the publication, sources alleged Trump made three separate calls to FIFA beginning on Wednesday before the disciplinary decision was announced.

Belgium Challenges FIFA's Decision

Belgium's Football Federation has strongly criticised FIFA's ruling, arguing that it contradicts the World Cup Regulations.

Belgian officials maintain that:

  • Article 10.5 of the FIFA World Cup Regulations makes red-card suspensions automatic.

  • Article 66.4 of the FIFA Disciplinary Code also supports automatic enforcement.

They contend that Article 27 should not have been used to suspend a mandatory sanction during the tournament and argue that the decision undermines sporting fairness.

The federation has vowed to continue defending the integrity of the competition following FIFA's ruling.

Previous Similar Case

FIFA's use of Article 27 is not unprecedented.

The disciplinary provision was previously applied in the case of Cristiano Ronaldo, whose suspension following a qualifying red card was also suspended on probation, allowing him to participate in the FIFA World Cup.

FIFA appears to have relied on that precedent in Balogun's case.

Why the Decision Remains Controversial

The debate surrounding the decision is not whether Balogun deserved the red card.

Instead, the controversy centres on FIFA's authority to postpone the automatic enforcement of a World Cup suspension through the application of Article 27.

In summary:
