Nigeria–Singapore Deal Targets Global-Standard Skills Training for Technical Institutions

Nigeria has formally entered a strategic partnership with ITE Education Services (ITEES) of Singapore to strengthen the country’s Technical and Vocational Education and Training (TVET) system.

The agreement, facilitated by the Federal Ministry of Education (Nigeria), was signed on Thursday during a ceremony linking officials in Abuja and Singapore. Nigeria was represented by the National Board for Technical Education (NBTE), while Singapore was represented by ITEES.

The partnership builds on earlier engagements initiated during the 2025 official visit of Nigeria’s Minister of Education, Maruf Tunji Alausa, to Singapore. During that visit, the minister met with Singapore’s Minister of Education, Desmond Lee, and toured several Institute of Technical Education campuses.

Further discussions on the partnership were held in February in Abuja when the Singapore High Commissioner to Nigeria, Lim Sim Seng, met with officials at the Federal Ministry of Education to finalise the agreement.

Under the new collaboration, ITEES will support Nigeria through a Train-the-Trainer Programme aimed at strengthening the pedagogical and assessment skills of TVET instructors from technical institutions across the country. The programme is expected to help instructors deliver higher-quality technical training aligned with global standards.

The agreement also includes leadership training in Singapore for principals and heads of departments from technical institutions nationwide, designed to strengthen institutional management and leadership.

A key component of the partnership is the introduction of the Global Excellence Model for Skills Training (GEMSET) in Nigeria. Through this framework, TVET institutions across the country will be assessed against internationally recognised benchmarks covering seven core dimensions of excellence in technical education.

The model will provide a structured pathway for upgrading workshops, improving institutional performance and aligning Nigeria’s technical education delivery with global best practices.

Speaking on the partnership, Alausa said Singapore’s TVET system has become a global reference point for countries seeking to develop highly skilled and competitive workforces.

He noted that Nigeria’s collaboration with ITEES would accelerate the transformation of the country’s technical education ecosystem by strengthening institutional capacity and equipping educators with modern teaching and assessment methods.

The minister also emphasised that the initiative aligns with the federal government’s broader strategy to reposition technical education as a key driver of economic growth, job creation and industrial development.

According to the ministry, the initiative supports the National Education, Skills and Research for Innovation (NESRI) agenda and advances the vision of Bola Ahmed Tinubu to transform Nigeria into a globally competitive, knowledge-driven economy powered by skills, innovation and human capital development.

The Federal Ministry of Education said it remains committed to leveraging strategic international partnerships to strengthen Nigeria’s TVET system, build institutional capacity and equip Nigerian youth with globally competitive skills.
